THE SINGLE EUROPEAN SERVICE
n September 2018, the SUE – “Single European Service” was launched, the network for the relaunch of the territorial development of the Vestino-Angolan Vast Area coordinated by the Municipality of Penne. On Wednesday 5 September, at the offices of the capital of Vestino, the Agreement was signed between the municipalities of Penne, Città Sant’Angelo, Loreto Aprutino and Montebello di Bertona.
Identify existing opportunities, plan, organize human resources and strengthen their technical-professional skills, give energy to territorial development initiatives through the implementation of a unitary and integrated strategy.
These are the objectives of the Single Office, which is based in the Municipality of Penne and promotes the associated management of services for access to the resources made available by Europe through direct and indirect, national, regional and international programmes.
The initiative, born as part of the “Empowerment of Local Institutions”, Intervention No. 28 of the POR-FSE 2014-2020 of the Abruzzo Region, led the team to obtain a non-repayable contribution of 70,000 euros. In the ranking announced on 29 August 2018, the project was successful compared to other initiatives conducted by the most important municipal entities in Abruzzo.
The program led to the implementation of important activities. Scouting actions have enabled municipalities to identify current needs and opportunities. Meetings with stakeholders, in particular with young people, disadvantaged categories and teachers, helped raise awareness of the values of European culture and inform about the opportunities identified. Working tables between local development actors have led to the identification of an integrated strategy and the establishment of strategic partnerships. Through lobbying actions with representatives of the European institutions in Brussels, conditions have been created to facilitate the obtaining of specific resources. Specific training activities have allowed the internal resources of the municipalities to acquire the necessary skills to manage and report, from time to time, the approved projects, coordinated by the SUE project managers. A Communication Plan has been specifically implemented to inform, raise awareness and disseminate the results through the most innovative web communication tools. Finally, particular attention was dedicated to digital innovation, with the creation of an app that has the dual objective of informing and raising awareness among stakeholders and managing the entire project cycle internally.
